Strategic Plan


Main Street Ottumwa focuses its activities to carry out the mission and vision. We have been an integral partner in recent revitalization efforts and will continue to leverage our strong partnerships to create opportunities for downtown business owners, property owners, residents, and visitors.

Below you can find a summary of our one-, five-, and ten-year goals. You can find our current strategic plan and updates at the bottom of the page.

1-Year Plan

In addition to our support of the ongoing streetscape project, we currently are working on several initiatives to enhance our downtown and ensure long-term organizational viability. On the organizational side, we have launched this new website, started an endowment campaign, and refocused our strategic priorities. We are helping property owners apply for revitalization grants, helping to market our existing businesses and fill vacant storefronts, and are working with other committees on plans and projects to continue the momentum downtown.

5-Year Plan

We expect as much or more investment downtown in the next 5 years as we have seen over the last 5 years. Our district has great potential for infill development and plans are being developed to appeal for public and private invest in our areas of opportunity. Our SSMID will be up for reapproval, and it may make sense at that time to expand our district to take advantage of other areas of infill.

10-Year Plan

The Iowa DOT is anticipating major reconstruction activities on Highway 34, a new conference hotel should be constructed on the Bridge View Center parking lot, and the City of Ottumwa is planning for major redevelopment of the south riverfront and Greater Ottumwa Park. This will present another consideration for expanding the SSMID and Main Street Ottumwa district to include Church Street.
